When you see this picture, what comes to mind is that there is a water shortage, the tap is dry and has not been used for a while now. The compound is bushy and neglected. Look at the rubbish pit, it’s a rubbish heap one may think it is one of Kampala City Council (KCCA) damping grounds. 


You may be pondering whether this place is inhabited or not. Yes, it is very well inhabited by respected people of the society that serve as inspiration to the young and teach values such as cleanliness to society. There seems to be a problem, a big problem that is common among tenants who have no landlord to take care of such issues but themselves.

Some causes of conflict.
Water
When it comes to water, it is very sensitive especially when the bills are paid for collectively. When there are different families and the ratio of water use is 10:4:1 jerican for example, there arises a conflict when the other party feels cheated, as a result the latter refuses to pay his part of the bill thus the tap runs dry as the water is disconnected.
Compound
Cleaning your environment is one thing that most people may take pride in while others don’t care at all. Some compounds are not demarcated especially where the facilities are shared. In this case, some tenants may slash areas around the facilities but they too give up if nobody is helping. Here the best way to solve this problem is by collectively pulling together money for a compound cleaner. Again some tenants refuse to pay their share of the money. The compound remains bushy until that tenant complies.

Rubbish pits
Many tenants love to pour rubbish however they wish, even when they pour it outside the pit, they don’t bother to clean the mess. Sometimes, some tenants send their young children with heavy garbage cans; the child then drags the rubbish and pours it outside the pit. The mothers don’t bother to follow-up and clean the mess the children left behind. Slowly but surely the rubbish pit turns into a heap. This happens when such irresponsible tenants are prejudiced and think that others are to do the cleaning for them.
But for even those who fear for their health and hygiene and keep cleaning just for that purpose, they also give up.
